The health of our democracy depends on the capacity of our electoral system to fairly represent the will of the people. Does it? Is this the central goal? Are there others? How well does the current electoral system work? How well does it satisfy this goal and how does it fail. What could be done to make it better? What are the forces resisting these changes?
